EU TACSO 3 project is seeking a research team/entity to support its annual monitoring exercise of the EU Guidelines for Support to Civil Society in Enlargement Region, 2014-2020. The annual monitoring covers two phases: data-gathering and report preparation and shall cover the calendar year of 2020. The research team will be expected to conduct field data-gathering phase (survey, focus groups and interviews) and prepare a synthetic analytical document based on the gathered data. The final report will be subject to in-country consultations and validation to be conducted by EU TACSO 3 team and to which research team would be expected to participate. The expected start of the data-gathering is January 2021 with the synthetic document to be submitted end March/early April 2021. The research team/entity will need to ensure there is no duplication or overlap with any existing and similar exercise.
For 2018-2019 annual monitoring cycle, EU TACSO 3 has published a full report that also served as its needs assessment to establish a comprehensive and sound capacity-development approach within the framework of EU TACSO 3 Capacity Development and People-to-People Programme. Due to the on-going COVID-19 pandemics, the year 2020 has seen many developments in terms of enabling environment and focus of the work of CSOs. This is also the year, for which the current Guidelines framework period comes to an end and its review and update for the period 2021-2027 is under development. For the above reasons, one of the specific focus of the monitoring will be devoted to the COVID-19 pandemic effects on the enabling environment (civic space) and capacities and resilience to changing conditions in which CSOs currently work. Moreover, the research will take stock of any effects traced on the Guidelines has had on improving the support both in the enabling or conducive environment and development of CSOs in the period 2014-2020. EU TACSO 3 assessment methodology (i.e. Methodological guide) and detailed Guidelines’ result framework will form the basis of the field-phase data-gathering methodology to be used by the research team.
Interested research teams/entities should submit a technical and financial proposal responding to the specific elements defined in the Call bellow. CVs of experts/researcher (in EU format) that would conduct the work need to be submitted as part of the proposal.
