EU TACSO 3 project has been mandated by the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) to facilitate the preparation of the Guidelines for EU Support to Civil Society in the Enlargement Region for the period 2021-2027.

The first step was a preliminary discussion on the effects and lessons-learned from the current Guidelines results framework during the Western Balkans and Turkey Regional Civil Society Forum held in Skopje on 21-23 January 2020. During the Forum, the participants agreed that the Guidelines for the period 2021-2027 can be built on the current framework. The main focus of the review is on  clearer linkages to (i) existing European and international standards and mechanism in the area of civil space and rule of law (ii) EU accession framework and methodology in the period 2021-2027 and (iii) national strategic frameworks and actions in the area of civil society development and dialogue, notably the changes in the enabling environment compared to the previous phase .

The second step was the preparation of first draft Guidelines results framework that was published on 2 December 2020 and open for written input on EU TACSO 3 project website.

The next step is the organization of consultation meetings events in all IPA beneficiaries between the end of February and beginning of March 2021. Due to the COVID-19 pandemic the events will be held on-line. The official language of the event is English. Simultaneous translation to local languages will be provided.

Once the Guidelines are finalized, the final version will be presented at a regional public event.
