As part of of the mandate to review and provide monitoring under the Guidelines for EU Support to Civil Society in Enlargement Region for the needs of the DG NEAR on annual basis, EU TACSO 3 project is pleased to invite you to the country consultation and validation meetings on the EUCSG 2020 Assessment Report.
Civil society, public authorities, donors and other stakeholders from the Enlargement Region (Western Balkans and Turkey) are invited to take part in the discussion and validation of Report’s findings.
The purpose of the consultation and validation meetings is to:
- present regional and national findings and recommendations on enabling environment and CSOs capacities;
- Ensure validation of assessment findings and discuss the recommendations put forward in the Report;
- Ensure that CSO and other stakeholders are actively involved in this process and space is provided for dialogue on practical steps to be taken to improve the situation.
This participatory approach guarantees local ownership of findings and ensure they are broadly acceptable as an agenda for change at the regional and national level.

The meetings are being organized in close cooperation with the Delegations of the European Union in each of the IPA Beneficiaries and with National Resource Centers (NRCs). Based on the input received in the consultation and validation sessions, the final report will then be finalized and published. The preparation of the Assessment Report for the calendar year of 2020 is part of the monitoring in all Enlargement countries, including Turkey and was conducted in cooperation with Balkan Civil Society Development Network (BCSDN). It consisted of two phases: (i) data-gathering (desktop review, CSOs survey, focus groups and interviews) included over 630 survey responses, a total of 28 focus groups with 173 representatives and interviews with 70 different stakeholders conducted. (ii) analysis and synthesis of the data into a regional report. The whole process of data collection, analysis and synthesis was based on the previous work undertaken in 2019 in order to note any trends and developments in each of the specific Guidelines’ result framework areas monitored. The full report for 2018-2019 annual monitoring cycle can be found here.
